OPM grade levels were written before VMware. Hiring portals look the same. Meanwhile the helpdesk queue is 800 deep and the only senior sysadmin is retiring in March.
You can buy us tomorrow on a state cooperative purchasing contract. You cannot, however, shortcut OPM 2210-series grading or skip the public-sector hiring panel. We do not replace the panel; we put a 40-minute graded scenario in front of it, so the panel only sees candidates who can actually do the work.
